- Trainer of Human Resources in Special Education and Rehabilitation, Sports for Disabled and Paralympic in Portugal, Brazil, Angola, Mozambique, Macau, Sao Tome and Principe, Guinea Bissau and Cape Verde, since 1983 /
He was:

- Secretary-General of the European Paralympic Committee (EPC), 1997/2001.
- Representative in the European Commission on Sports for People with Disabilities (ECSPD), an Advisory Body of the European Commission, 1993-1998.
- International expert appointed for the Rehabilitation Through Sport (RTS) Pilot Project for countries in conflict (or post) for war and mine victims, including Angola, under the aegis of the International Olympic Committee and the International Paralympic Committee (IPC).
- Head of Portuguese Mission to the Paralympic Games of Beijing 2008, Athens 2004, Sydney 2000, Atlanta ‘96 and Barcelona ‘92. He participated, with technical responsibilities, in the Games of New York’84 and Seoul’88
